  1. Elbow Park Minor Hockey – Richard Baker( Pres. EPMH)

Deborah Ambrose summarized the current funding of hockey through Casinos and memberships. The concept of taking the hockey rink operating costs off the top of casino revenue distribution was reviewed It was agreed that a long term plan is needed to address the operating costs of the rinks.

 

Barbara Mathies:

Costs have increased without any cash input from EPMH.

The EPRA and EPMH need to work together to develop a plan that is equitable to both boards.

 

Richard Baker:

EPMH have met to discuss outdoor ice and proposed funding. At the time of the meeting it was assumed only $4,000 remained outstanding to the EPRA. He is currently authorized to commit $4,000. The board would like to see a written proposal on future requirements presented to EPMH to resolve any problems

·      SEWER

A number of meetings have been held to discuss the project. The start date is May/04. Rideau / Roxboro have been involved in the Outfall design.

Damage to any buildings will be taken care of through a Guaranteed Protection plan with the City.

Meetings are beginning on how to monitor any damage to buildings or property.

 

·      GLENCOE CLUB EXPANSION

The plans may include a ‘green’ roof, which would effectively mask the planned expansion for the neighbours.

 

The Glencoe has volunteered to install a new sidewalk on 29th,

A traffic plan will need to be developed before a permit will be issued.

 

·      ELBOW DRIVE PATHWAY (WOODS PARK)

A number of concerns have been raised over the project.

Parks and Rec have not endorsed the project and as a result the work has stalled. A meeting was held on February 17, 2004 between the Aldermen and Parks and Rec to discuss a compromise.

Final approval may be given at CPAC meeting on Feb. 24th.

Concern over the proposed use of Shale on the pathway was raised. It would be difficult for:             Snow Removal

                                                Seniors           

                                                Strollers

 

·      SCULPTURE PARK

Parks and Rec are not keen on the proposed location of the sculptures. They believe the green space is too narrow. The Committee has raised $40k. The visual impact will need to be looked at by the EPRA and Parks and Rec’s concerns need to be addressed.

Rideau Park and Elbow Drive residents need to be consulted.

 

·      GARRISON WEST DEVELOPMENT (CFB LAND)

Plans go to TT & P on February 18th for approval.

Plans include high-density commercial and residential development

No rapid transit to area, which will probably contribute to more traffic stress on inner-city communities.

 

·      75th ANNIVERSARY CELEBRATION

The Glenbow has been a great source of material.

1st EPRA board meeting was held Sept. 18, 1929.

Quest Theatre has volunteered to organize food, treasure hunt and play.

Artists of Elbow Park will be participating

Calgary Parks and Rec. will run games throughout the day.

 

·      TOBOGGAN HILL

The City has removed ¾ of the railing off of 34th Ave. The stairs up the hill off of 34th remain a problem, as the shale is impossible to maintain during the winter months.

 

 

 

5.     Treasurers Report – Deborah Ambrose

Everything is proceeding as planned.

 

Motion:           To update bank signing authorities to include Tom Plunkett. As Casino Manager, Tom will need to issue cheques on behalf of the EPRA.

Barry Erskine would like the EPRA to consider shortening the playground zone on Elbow Drive. Dave Mackie would like to send a letter to council addressing any changes to the playground zone.

 

Motion:           A letter should be sent to Alderman Erskine re: consideration of changing playground zone length on Elbow Drive.

  1. Privacy Legislation – Robert Matheson

The EPRA needs to pass a resolution stating that no information can be released . This would be in accordance with the Privacy Act. The EPRA should consider adding a by-law at next AGM.

Jane Hartford, Gary Hartwell and Nancy Larsen will be retiring from their present positions. We need to actively get involved in recruiting future volunteers for the EPRA.

 

  1. Membership – Don Snow

The master list from the 2003 membership drive needs to be returned to Don.
