2004 will be the 75th anniversary of the EPRA and the board would like to recognize
this special birthday.
Suggestions: Leanne Touche would like to incorporate public art and bring the childrenÕs art into the plans.
6. Clubhouse Ð Nancy Larsen
Vandalism occurred on February 12th. The bathrooms were trashed and up to $5,000 dollars in damage occurred.

8. Elbow Drive Traffic Plan
Several improvements would not be covered by the City and would have to be financed by the community. This money could be raised by a tax levy but is likely to be unfavorably received by the community.
Options: Apply for a Local Improvement delay of 2 years.
This would give the community time to raise the necessary funds and still guarantee that the project goes ahead.
Provincial Grants may be available to celebrate 2005 Centenary Year for Alberta.
A letter to Alderman Erskine will be sent asking for the Local Improvement delay.
Motion: Request Alderman Erskine prepare reports and documents of local improvement by-law pending a letter from EPRA endorsing the Elbow Drive Improvement, 14th St. Improvement and Sifton Blvd. Improvement.

Proposal for Presentation to the Elbow Park Community February 25th, 26th
Elbow Park residents will be allowed to vote. We will track their votes by address Ð one vote per household. The presentation must be made in a way that will quickly educate the public. The committee should not make a recommendation but present all of the issues.
Here is a proposal for the presentation. We envisage a series of large ÒboardsÓ with the following titles and information.
Explanation:
v Identify all of the communities that are affected by not having a storm pipe and exactly what that effect is. Indicate how many houses (approx.) get flooded in Elbow Park and surrounding communities. Explain how having an insufficient pipe affects the community as a whole.
v Explain what the pipe does, where the water comes from, when the pipe would be full, what kind of water goes through it, what the environmental impact is to the river.
v Explain how the process started over 2 years ago and outline that a community committee was formed, that a third party was hired upon the committees request and that the committee agreed to abide by the third party recommendation. (A time line showing the process visually would be helpful)
Board #2. The Reason that the Pipe cannot be placed on 29th Street
Explanation:
v Provide sufficient explanation about what the EXACT risk is if the pipe is put on 29th Street. Give examples such as
o Òthe embankment could crumble
o how many houses may slide
o Trees would be lost
o A mudslide
o Financial Cost
o Liability Risk
o People need to know if the Glencoe had any influence in the decision and if they are the reason that it is not going there.
Pictures of 29th Street with the houses on it and the embankment will help people get a clearer idea of the issue.
Option #1: Big Pipe (Actual size in both metres and feet )
v Include a picture of the actual pipe with a person standing inside it to show visually the size
Option #2: Smaller Pipe with Park Converted to a Dry Pond
v Include a picture of the actual pipe with a person standing inside it to show visually the size and include a picture of a dry pond
v Provide an explanation of exactly what a dry pond is, how it works, how deep it and how it is sloped. (Provide a side diagram of the slope to indicate visually what it looks like.
v Provide the map of the park before and after a dry pond
v Provide a map of the park with an overlay of the proposed dry pond
v Explain the maintenance issues with a dry pond in respect to financial cost
v Explain how often the water would accumulate in the pond and make the park unavailable for normal use (provide this information in days/month)
v Explain how long the park would take to drain
v Explain how often a flood would occur and how much water would sit in the pond

Pros:
v Less vibrations and impact to homes around dig area becauseÉÉ(less back fill required so less pounding the groundÉ..)
v No impact on the use of the park
v Soccer will not be interrupted for a one full season
v Tennis will not be affected for a season
v Hockey will continue without impact
v Meets the cityÕs guidelines for flood control 1 in 50 years
v Project would be shorter than option #1 becauseÉ.. (provide a time line for Option #2)
v Park maintenance would be unchangedÉ.(Explain the whole issue of how the park is maintained now and how the city would have to be involved if it was a dry pond)
Cons:
v Larger outfall (including wingwalls and opening) with the sizes in metric and feet. (include a picture/diagram of an outfall that size with a man standing beside it so that people can visualize it better. The diagram/picture of the smaller pipe (including wingwalls and opening) with the man beside it should be included in beside it so people can visually compare the sizes.
v Anxiety about the possible damage to trees along 8 Street and 32 Avenue (provide pictures of the actual trees along the street). Provide an explanation and specific information that was gathered from the tree specialist suggesting that this has been ruled out as a problem. Explain that no trees will be removed in order to do the project.
v Slightly less capacity for catching flood waters because the dry pond offers an increased capacity (provide information about how much approximately in % this is. People will understand this better than telling them about the 1 in 5,10,etc. number. Such as, the capacity is 10% greater with a small pipe and dry pond.
á Sanitary Sewer upgraded.
á Drinking water inflow pipes checked for lead and replaced.
á Drinking water inflow pipes monitored in case that disruption causes them to leak.
á Drinking water in-flow pipes repaired at no charge up to two years.
á Outflow constructed to satisfaction of community of Rideau/Roxbo and River Valleys committee.
á Houses along excavation assessed before project start then monitored and fully compensated for any damage including damage discovered up to 2 years after excavation.
á Community planÕs traffic calming measures (along route) installed at time of street replacement.
á Affected fixtures (lamps, curb bulbs, bollards etc.) on Elbow Drive replaced according to the specifications of the Elbow Drive Beautification plan.
á Bicycle pathway built along 30th/Premier.
á Landscaped berm installed at 8th St. and 30th Ave.

Pros:
v More Capacity
v Upgraded sprinkler system (explain if there would be sprinklers over all of the park or only on the border)
v New play ground equipment that meets higher safety standards
v Improved drainage for the soccer field areas
v More landscaped look around the pond
Cons:
Include all of the issues that we have listed in previous discussions and
v Less flat green space in the park (indicate a % number of how much approx. this is decreased by 10%? 20?
v Aesthetics of the concrete grate (provide an actual picture of a grate with an indication visually of the size by having a person standing beside it) Indicate what the function is, that it must be where it is, that it cannot have landscape around it but could have a fence etc)
v One year loss of park use including soccer, hockey and ?tennis programs
v Park will be unusable during wet periods for a certain amount of time (explain)
v Playground would need to be relocated closer to the street
v Sightlines for the park will be compromised because of the burb
v 14 Catch Basins
o Aesthetics
o Safety
o Decreased green space and smooth play surface other than soccer area
In addition to Option 1 conditions the following conditions also apply:
á No change to existing lease arrangement with the proviso that City Administration or Wastewater agrees to fund in perpetuity the additional maintenance cost incurred by the community.
á Construction schedule adjusted to accommodate the existing lease agreement with the Glencoe club for the sub lease of the tennis courts.
á City agrees to accept responsibility for an alternate arrangement for the local hockey rinks should the construction not be finished in time for the 2003/2004 outdoor hockey season.
á Written confirmation of the enhancements to the park discussed in our meetings including new sod, tree planting program (150+ trees), new state-of-art playground, paved pathway along 34th and between two staircases corner 8th and 34th, flat basketball surface in current excellent condition, new lighting for hockey rinks.
á Any change to clay courts must meet Glencoe construction specifications.
á Free, guaranteed access to St. PatrickÕs grounds for the soccer program since Elbow Park will lose flat green space.
Aldermen Erskine and King will take the communityÕs concerns to Council and review the subsequent results with community.

Motion: Make an initial presentation to 32nd Ave. residents and ask if they wish this to go to a full community vote. If they do not wish a community vote, the board will recommend the large pipe option and leave the park as is.
