1.       President Barbara Mathies called the meeting to order at 7:30 p.m.

 

2.       Motion to accept minutes from November 19, 2002 meeting

3.       St. Patricks School

The school is currently vacant.

Catholic School Board does not have any solid prospects on future tenants and it is

Likely that the property will be transferred to the City of Calgary

The Community should be prepared to present their ideas and suggestions to the City of Calgary.

The property is zoned for Education useage and will not be developed for residential use.  The Aldermen have indicated that the land is part of the community green space and cannot be developed.

The building can be used for alternative purposes.

City Planner:     Phil Dack  268-city

Mr. Dack is responsible for disposition of closed schools.

 

4.       Sewer Replacement:  Barry Erskine, Madeline King

Issues: 

·         Outfall into river across from Rideau Park

·         Wastewater group will assess 32nd Ave. to see if the pipe size is feasible.  If the large pipe cannot be used, the only option will be to use the smaller pipe and install a dry pond in the community park area.

·         The City would like the EP Sewer Committee to make the decision on the two options of pipe size available thereby eliminating a community vote.

·         Dry Pond will reduce the footprint of the park by 30% and will further impact the life cycle of the current trees.

·         Once a year there may be an accumulation of water that would drain within 2 – 3 hours.

·         The large sewer pipes would be $600,000 more expensive to install over the cost of a dry pond.

·         Killarney has a dry pond that includes soccer fields and the community has been very happy with the results.  Their space was significantly larger and did not have the huge percentage of space lost due to the installation.

·         Comnmunity presentation will be made on February 25 & 26th

·         Construction would begin late spring / summer, 2003

 

Motion:                  If City testings show that the large pipe is not an option, the Dry Pond will                          go forward without community input.  If there are both options available,                                        presentation will be made to the community  and all present will have the                                option to vote .

5.       Elbow Drive – B. Mathies

Elbow Drive will be under construction this summer as part of the Elbow Drive Improvement Project.

 

Some improvements would be at the community’s expense. 

 

Motion:

 

Should we ask the community for a levy to put onto taxes to pay for the additional cost.

6.       Hockey – Gary Hartwell

 

Elbow Park currently has 4 Grassroots Hockey Teams which has improved the ice revenue.

Elbow Park Minor Hockey received $28,000 from the Casino Proceeds, we deducted the

Ice charges  of $1,650 from their proceeds.

 

7.       Soccer

 

Elbow Valley Soccer would like to have a field suitable for U14 players.  St. Patrick’s fields my be an option.

 

8.       Treasurers Report

 

Currently have a balance of $88,000

 

Casino Proceeds to EPRA          $29,000

           

            Hockey Rink costs are higher at $1,700

 

9.       Development – Barbara Mathies

 

Appeal on 6th St. development was lost.  The house to be built on 35 ft. lot will have full lot coverage from front to back with no break. 

 

The Charter is continuing to be worked on.

10.   Clubhouse – Nancy Larsen

 

Work on Patio and Practice space has resulted in cracked concrete.  $5,000 was withheld from the contractor on their final payment.  The will look at the damage in the spring.

 

New floor in boardroom and a new heater has been put in place.

TT&P passed Community Calming Plan December 10, 2002.

The plan will not need to go before City Council and will proceed this spring.
