  1. Glencoe Club – Residents Parking

 

Residents between 30th Ave and the Glencoe Club are having difficulty with spillover parking from the Glencoe Club. They are currently researching the option of implementing Resident Only parking zones and would like the support of the EPRA. Informal surveys of the residents have resulted in a 76 – 80% approval of the proposal.

 

Residents can decide on a block-by-block basis if they want the restricted parking. More importantly The Glencoe Club needs to better monitor the parking issues and not encourage parking on the street by their members.

 

Motion:          To designate Brad Gilmour to represent the EPRA on residential parking planning.

  1. Movies in Elbow Park

 

Last summer was a very busy year for movies within Elbow Park, which resulted in several issues being brought forward by the residents.

 

Residents were often inconvenienced by the production. If the project was running behind, they would increase the working time frequently well into the night. People were asked to restrict any activity that would compromise the integrity of the production. It appears that the only people gaining from this experience were the owners of the house being used for the movie. Is it possible for the EPRA to request some type of restitution for the inconvenience? Suggestions include donating funds towards park benches, trees etc. Alderman King has agreed to follow up on the concerns at City Hall and will report back to Barbara Mathies.

 

Mt. Royal currently requests each company to purchase park benches.

 

 

  1. Sculpture Park – Leanne Touche

·      The proposed park will be located in the Woods Park area between 38th Ave and 5th St. S.W.

·      The City has given approval to start construction on the water feature. This would coincide with the sewer project.

·      Project will be eligible for funding through Public Art Money

·      Remainder of project will need more of a stakeholder process. A similar project is going ahead at Central Park.

·      The Sculpture Committee will liaise with the 75th Anniversary Committee to ensure there is no overlapping of plans.

·      All projects will need to have the endorsement of the EPRA

·      Barbara Mathies will work with the committee to set project terms.

 

  1. Parks & Recreation: Carrie Williamson

·      A Volunteer Appreciation Plaque was presented to the EPRA

·      Park & Play was a success last year and will be offered again this year at Stanley Park. Parks and Rec would like the EPRA to contribute to the program costs again this year. The requested amount is $190

 

Motion:    Move that the EPRA support Park & Play program by contributing $190 to Park & Play project for summer 2004.

·      River clean up is scheduled for May 16th from 10:00 – 1:00. Teams can register by calling 270-2262 by April 14th.

·      A Can Bike Safety Program is planned for Stanley Park but volunteers are needed from Elbow Park as well. The EPRA agreed to confirm support although perhaps the program should be delayed until the pathway construction in completed.

 

  1. Heritage Research Project – Helena Ciccone

·      Regular updates have been sent to Barbara Mathies

·      Diane Poole has received a grant for roses etc. as well as help from the Calgary Zoo in the Adopt a Garden project.

·      Calgary Parks have approved in principal.

·      City will donate site preparation

·      The Calgary Heritage Authority has approved Freddy Lowe to be recognized as a significant historical figure.

·      Applications have been made to Neighbourhood Grant Funding.

 

 

 

 

  1. Glencoe Expansion – Barbara Mathies

·               The development permit has been applied for and the EPRA must respond by March 31st.

·               An open house will need to be organized and held before March 25th.

·               There is neither evidence that a traffic & transportation plan has been developed nor a wastewater plan.

·      The Glencoe will need to validate that there will not be any increase in membership

  1. Traffic – David Mackie

 

·      Rick Morris (City of Calgary Traffic Planner) has indicated there may be enough funds for 13 additional speed humps. Will we need to have more public engagement, as the initial process was quite consultative?

·      The LPT report on Mt. Royal’s traffic calming measures will be reviewed.

·      When will the new streetlights on Elbow Drive be turned on and the old lights removed.

·      Planting in the medians is checked into.

 

  1. Treasures Report – Deborah Ambrose

·      The resolution passed at the February 16th meeting now needs to be signed.

·      The Hockey Board continues to be problematic and to date no funds have been received from them

 

 

 

 

 

  1. Sewer – Belinda McDowell

 

·      Meetings are being held between wastewater etc.

·      Work is to begin May 1st.
