6. Sewer Ð Carrie Williams, Madeline King, Len
Sandrin
Madeline King
Elbow Park will not
be able to have a dry pond installed and still maintain the current lease
arrangements with The City of Calgary.
The EPRA currently pays a nominal fee to city and in return retains
control of the usage of the park as well as responsibility for seasonal
maintenance.
Carrie Williams
If the lease is lost
we would lose control of the Park and all playing fields would become part of
the Parks & Rec. Inventory.
All bookings would be done through Parks & Rec.
Currently Elbow
Valley Soccer block books the majority of the times available.
Pros: Savings
of $5,000 in maintenance for the community
Cons: Extra
Traffic
Loss
of Community Control over bookings and equipment placement
Len Sandrin

Preconditions were outlined to the City by the Sewer Committee in order for the
Community
to proceed. One of the conditions
was that we did not lose control of the
Park
lease. I we lose this control by
installing a Dry Pond, it should not be considered as
an
option and there would be no need for a community vote.
Madeline
King
The
project can be sent back to Operations & Environment. Wastewater is in favour of
The
project.
Conclusion:
There will not be a
Dry Pond if we lose the lease.
Madeline King will
take this message back to Council.

7. Elbow Park Beautification
Elbow Drive
The cost to remove overhead
wires is $300,000
Trees are an
integral part of the plan and separate fundraising will be done for them
It is possible that
the community can implement this plan through The Urban Forestry Management
Plan. They would help with
fundraising and contribute financially as well.
Motion: To place Elbow Park into the Urban Forestry
Management Plan
Made: Belinda McDowell
2nd: Dave Mackie

the Beautification Project?
A
City Representative has been looking at St. Pats to see if the park can be fed
Back
into the Parks Planning Department.
