1. President Barbara Mathies called the meeting to order at 7:30 p.m.

2. Slate of Candidates
The 2002 / 2003 slate of candidates was introduced.

Financial Statements for the year ended August 31, 2002 were presented.
Total Receipts for the year $60,923
Total Expenses 38,174
$22,000 remains after expenses. This is a good financial position to begin New Year.

1. Clubhouse Maintenance – Nancy Larsen
Renovations of Tennis practice space, patio & sidewalk have been completed.
The Glencoe Club paid for 50% of the Tennis portion.
2. Traffic – David Mackie
· Sifton Blvd. Modifications
T-intersection at Elbow Drive and 14th St. intersections will be going forward.
Residents on Sifton need to approve final plans.
· Elbow Drive Calming
Speed limit will be changed to 40k from Elboya Bridge to 26th Ave. S.W.
Should be implemented during summer, 2003
· Elbow Drive Designation
The city is proposing reclassification of Elbow Drive to a secondary route again. This is one level below MacLeod Trails rating. Parking will be prohibited and can be come a primary collector route.
The EPRA opposes this proposal.
It will be presented to City Council January 2003
· Inner Community Traffic Study
71% favored traffic calming. Plan A was accepted with some changes. TT & P will need to approve plan. It will be presented in conjunction with Mt. Royal as one study to TT&P before going to Council.
The 40K Speed Limit Study was well received. 89% favored changing the speed limit on collective roads.
Thanks to Aldermen Erskine and King for all their help with our community issues.
3. Community Traffic – Belinda McDowell
Curb bulbs on 30th Ave at 6th & 7th Street will not be going forward due to storm sewer issues until 2003.
4. St. Patrick’s School – Jackie Padley
The school will be vacant the end of October, 2002/
Six neighbours have formed a committee to monitor and work with the Separate School Board, Calgary School Board & City of Calgary to plan for the sites future.
The Catholic Board is reviewing the situation.

5. Grounds – Gary Hartwell
Elbow Park Minor Hockey Association has indicated that they may not be renting outdoor ice this winter and as a result may choose not to contribute volunteers to the next Casino. There is a possibility that Elbow Valley Soccer may be interested in contributing to the Casino.
6. Membership
The drive is ongoing during the month of October.
7. Clubhouse Rental – Jane Hartford
Rentals are: LEARN Sept 25 for 10 weeks
Baby Sitting Sept 28th
High Banks Sept 26th
Irish Dance AGM, October 1st
Anna Forde Farmers – Oct 2nd
Art Show Oct. 12 & 13th
Development Committee
The closing procedures need to be reviewed with all prospective renters.
8. Block Watch
More captains are needed but overall it is going well.
9. Sewer – Len Sandrin
Met with Michael Chau to review the Dry Pond option. Reviewed park usage and buildings currently on site.
Michael Chau is also reviewing River Park as an option for a dry pond.
The committee would like to submit a report to the Winter edition of the Gazette.
The Sanitary System issue and Storm Sewer project will be looked concurrently and a report will be issued.
The committee will not agree to the Storm Sewer project without the sanitary issue being resolved as well.
10. Development Committee
A new charter is being completed.
11. Aldermanic Report – Barry Erskine
· City services are experiencing manpower and cost crunches
· A 2003 once only tax adjustment of 5-10% is being considered
· Tax increase will probably be between 5 – 10% for 2003.
· Green Space designation should be passed Jan or Feb. 2003.
