4.     Elbow Drive Streetscape Plan

David Mackie Ð Director Traffic

Alderman Erskine

Alderman King

Issue:

Tax levy was initiated in summer to ensure funding for enhanced features on Elbow Drive. Group from Ward 8 part of community lobbied Ald. Erskine with a petition not supporting tax levy. Ald. Erskine raised concern this could be divisive in the community. Ald. Erskine rescinded tax levy.

Next Step:

Continue fund raising and use next Casino funds for enhancements. Currently have $23,000 in fund raising.

No drop dead date on ensuring financing as city will install the infrastructure necessary from city portion. Community will then be responsible for full cost of remaining light standards.

Do not reintroduce tax levy unless absolutely needed

5.     Fundraising for Elbow Drive

Blane Hogue Ð fundraising expert

Issue:

Need to fundraise efficiently. People donÕt start giving until work is started. Asking for donations (tin cup method Ð knocking on doors) is low return for large work. Need to create vision, identify best prospeces (give them benefits and ownership), then ask for donation.

Next Step:

Get people who have already given to sell Ð they are converted. Look for corporate sponsorship (ENMAX, Safeway, Firms with executives in community (Law, Stock etc).

Once started display results Ð lamppost at community centre? Recognize major donations publicly

6.     Quest Theatre

Pam Laing Ð partner in Quest Theatre

Quest Theatre would like to celebrate their 20th Anniversary by having an event in Elbow Park Playground June 2004. They would present theatre and could possible involve others. This would fit in well with the 75th Anniversary of Elbow Park. Is liability an issue for the ERPA? Quest requests that the community let them use the park.

Next Step:

Robert to investigate indemnity issues. Quest to flesh out details. Need a community social event

Motion to allow Quest to use Elbow Park Playground for celebration
