Inner City Transportation Study

The ICTS grew out of the work of the Calgary Transporation Plan (CTP) also referred to as the GoPLAN.
This was approved by Calgary City Council
in May 1995. This plan adopted a strategic approach to transportation issues affecting all of Calgary.
During this study it was realized that the
"Inner City" had specific transportation issues that were not addressed by the GoPLAN. For clarity the
ICTS is also referred to by the city as the Inner City
Transportation Systems Management Strategy (ICTSMS).
When the ICTS started, all community traffic studies (including Elbow Park) were halted by the city pending
the outcome of this study. The traffic plan that Elbow Park had prepared with some $15,000 of community
funds and city involvement was shelved. The City nor Council would consider this
plan during the ICTS process. The ICTS was approved by Calgary City Council in 1999 and our
community study started again at that time. The final report has been published (see links below).
The ICTS affects Elbow Park
- Sifton Blvd and Elbow Drive traffic traffic studies fall under the ICTS and not the community. We can recommend but do not control the study.
- Due to community support Sifton Blvd was designated a community collector. The City had proposed that it be a much more significant road.
- The ICTS states clearly that changes to roads should not be trying to increase traffic volumes on Elbow Drive or Sifton Blvd.
