Heritage Areas.
Heritage Guidelines became part of the City of Calgary’s land-use bylaw for properties within the designated Heritage Guidelines Areas with the approval by City Council of the WELAP (West Elbow Local Area Plan). If you own an affected property, you would have received a letter entitled “Potential changes to the Land Use Bylaw related to your property” that provided advance notice of this change.
The Guidelines apply to ‘Heritage Guideline Areas’ in all of the West Elbow Communities. Our ‘precinct’, which includes Elbow Park, Rideau and Roxboro, share many guidelines with other precincts, but also have some of our own. They are intended to preserve the historic character of these areas by guiding development and will be enforced by the City as part of the land-use bylaw. The Heritage Guideline Area for Elbow Park is part of Precinct 1 shaded red in the map.

What are Heritage Guidelines?
The Heritage Guidelines help ensure new development respects the historic character of existing homes and positively contributes to the ongoing historic nature of our community. Any plans to build or renovate homes within the Elbow Park Heritage Area must meet the Heritage Guidelines.
